Successful First Day of Budget Deliberations in Petrolia

Today Petrolia Town Council deliberated the draft 2019 budget.  The proposed budget would see a proposed 1% increase to the Municipal portion, and a proposed 5% reduction in sewer costs, with a proposed modest 2% increase to water rates.  The full day session concluded with Council providing direction to staff to amend the 2019 draft budget to reflect the following:


a) Staff to investigate The Communities in Bloom reserve fund of $225.00 for potential transfer to the Working Capital Reserve;

b) Staff to investigate the remaining Health Hub reserve fund of approximately $3950.00 for potential transfer to General Accounts;

c) Staff to investigate The Heritage reserve fund of $8341.00 for possible transfer to the Facade Grant Program for 2019;

a) Election Reserve be eliminated from the 2019 budget; 

b) Victoria Hall Nicol funding be allocated for use at Victoria Hall;

c) Cost of compost to be reduced to $40,000.00;

d) Public Works Capital budget increase by $25,000.00 for Compost/Transfer Station;

e) Street Light Operating budget be reduced to $70,000.00 due to cost savings from LED lighting initiative;

f) Arena Utilities be reduced to $160,000.00 due to energy efficiencies;

g) Marketing Print Budget for Special Events and Projects be reduced to $7500.00;


Budget deliberations, including Water and Sewer will be reviewed at the second budget session on January 7, 2019 at 4:30 p.m. at Town Hall, Petrolia.  Chief Administrative Officer/Treasurer, Rick Charlebois is, “…very happy with the process so far.  The draft budget has been fine-tuned by staff, and it has been a great learning experience for our new Council.”  Quoting Jacob Lew, Former United States Secretary of the Treasury, Mr. Charlebois said, “The budget is not just a collection of numbers, but an expression of our values and aspirations.”


A public open house is planned for January 14, 2019 at 6:00 p.m. at Town Hall, Petrolia, where all are welcome.  Staff plan to bring the proposed 2019 budget to Council on January 28, 2019.
