Successful Day of Budget Deliberations in Petrolia – 0% Municipal Tax Rate Increase Proposed, 0% Sewer Rate Increase Proposed and 0% Water Rate Increase Proposed

Petrolia Town Council deliberated the draft 2021 municipal budget today. The proposed budget would see a proposed 0% increase to the Municipal tax rate, and a proposed 0% increase in sewer costs, with a proposed 0% increase to water rates. Also proposed is a 0% increase in the Fee Schedule.

The half-day session concluded with Council providing direction to staff to amend the 2021 draft budget to reflect the following:

a) That the proposed Sidewalk Replacement Program be raised from $35K to $50K for 2021.
b) That Council Conference and Training proposed expenses be reduced from $20K to $15K with the expectation that many conferences will remain online for 2021.
c) That there be a $5K reduction in the budget proposal for legal expenses.
d) That the proposed unforeseen expenditures line be reduced from $40K to $20K.

Mayor R. Brad Loosley said, “COVID-19 has had a tremendous impact on everything we do, both as a municipality and as individuals. The safety of our residents is paramount. We have entered the second wave of COVID. We have learned a lot and have good COVID safety protocols in place, such as, having our first ever virtual Council Budget session! We have all had to learn to be flexible and adaptable. This is also true of Council’s discussions for Budget 2021. We will need to be flexible as we do not know the future impacts of COVID-19. Council have seen that staff are recommending no increase to our municipal tax rate, our water rates, and our sewer rates for 2021. This was not easy, but some of our residents have been severely impacted by COVID-19 and not increasing rates will help them get through 2021.”

Some capital projects being proposed for 2021 is a reconstruction of Greenfield Street, and $25K in financial support for marketing and promoting the downtown, a new dump truck/snowplow and a used truck to replace the decommissioned Support Operations Response Team (SORT) vehicle.

Chief Administrative Officer/Treasurer Rick Charlebois said, “I would like to thank staff for their work at preparing this detailed document, and for their efforts to look forward while being conscious of the effects of 2020 on the future.”

A second Council Session that was planned for Wednesday, October 28, 2020 to complete the review of the proposed 2021 budget will not be required as Council was able to work through each line item in a timely manner this afternoon.

A Public Budget Meeting is planned for November 9, 2020 at 6:00 p.m. by virtual meeting, where all are welcome to log in and access the presentation and ask questions. The Public Meeting will feature a presentation by Chief Administrative Officer/Treasurer Rick Charlebois. Staff plan to bring the proposed 2021 budget to Council on December 14, 2020.
