Petrolia Preparing for Municipal Election

Posted: June 26, 2018

For the first time, electors in the October 22 Municipal Election will have the option of voting by telephone or by using the internet.  Petrolia is one of 101 Ontario Municipalities that has contracted Intellivote for this service, and one of 8 in Lambton County.

In preparation for the telephone and internet voting process, the Town of Petrolia is pleased to host three voter information sessions at Victoria Hall, Petrolia where attendees will see a presentation and have any questions answered.  Eligible electors are welcome to attend any of the following sessions, pre-registration is not required:

  • Monday, August 20, 2018 from 2:00 p.m. – 4:00 p.m.
  • Monday, September 17, 2018 from 6:00 p.m. – 8:00 p.m.
  • Wednesday, September 26, 2018 from 2:00 p.m. – 4:00 p.m.

These sessions will focus on providing details of the telephone and internet voting processes and will help electors understand how to access the voting system via the toll-free phone number or via personal computer, tablet or smart device.

Electors will learn about how to input their PIN number via telephone, and how to utilize the Voter Instruction Letter to correctly identify the desired selections, and about the process to confirm the selection.   Electors opting to use the internet to vote have the option of using a personal device with internet access from anywhere in the world.  Both telephone voting and internet voting can be completed by utilizing devices provided at the three Voter Assistance Stations on the dates and times defined below.  The Petrolia branch of the Lambton County Library offers public Wi-Fi and access to computers.  Municipal Staff will travel to Albany Retirement Home and Fiddick’s Retirement Home to provide Voter Assistance Sessions with residents of each facility.   Meetings with administration from each facility are currently taking place to develop plans best suited to aide residents in voting.

Tablet computers that will be used at the three Voter Assistance Locations are new and will not have been used for any other purpose before the Municipal election.  After the close of the election, they will be formatted and repurposed as devices for Councillors to access iCompass for viewing the Council Agendas.

Residents are encouraged to visit voterlookup.ca to ensure that the information listed is accurately reflected for inclusion on the Preliminary List of Electors for the 2018 Municipal Election.  Eligible electors can also update their information, add a name to an address or make changes to their school support preference.   Residents have until August 30, 2018 to make changes.

The decision to contract Intellivote was made by the group of 8 Lambton County Municipalities and Townships after a detailed Request for Proposal was sent out in February 2017 and reflects financial savings for the election process.  Paper-based Municipal Elections in Ontario cost an average of $4-$6 per eligible elector, whereas the Intellivote price per elector is $2.25 and it includes the Voter Instruction Letter, postage, and e-voting cost.

With the integrity of the election at the forefront, and the protection of electors identity equally important, the process to contract Intellivote was extremely thorough and very strict.  Discussions around the technical aspects of this method were both lengthy and included more than 70 pages of security and operational information.

Clerk/Operations Clerk, Mandi Pearson said, “…The decision to move to telephone and internet voting was not made without careful examination of the security and integrity of the process and of Intellivote as an organization.  Making voting easy for electors will increase participation and improve civic engagement.”  Pearson added, “Staff have been working since late 2016 to prepare for the October election, and are looking forward to assisting electors in participating in the election process.”
