Petrolia Council Appoints Chief Administrative Officer

Petrolia – During a special meeting of Petrolia Town Council held today at 3:00 pm, Council met in closed session to discuss a working arrangement with an identifiable member of personnel regarding employee negotiations.

Upon return to open session, Mayor John McCharles was pleased to announce that Mr. Rick Charlebois accepted the position of Chief Administrative Officer (CAO), and will be appointed as the Town of Petrolia’s CAO and Treasurer effective March 5, 2018.

Mr. Charlebois is currently the Town’s Director of Corporate Services/Treasurer, a position he was appointed to in 2013. Prior to his time in Petrolia, Rick spent 30 years in the Canadian Forces retiring as a Colonel working in the finance and supply chain area.  He has lived and/or worked in every province and territory in Canada. Following his military career, Rick then worked in the federal government and retired as Assistant Deputy Minister Corporate Services/Chief Financial Officer of the Public Service Commission of Canada.  Rick is a Chartered Professional Accountant and has his MBA.

Mr. Tim Dobbie, of Dobbie Consulting Ltd noted that the executive search was very successful with 70 applications received, narrowed down to 12 for the hiring committee to shortlist to interview of 4 very qualified candidates, including Mr. Charlebois. Mr. Dobbie stated, “Residents should be pleased that Council has chosen the top candidate to lead the municipality forward, as Mr. Charlebois is very competent in his ability to be CAO.”

Mayor McCharles thanked current Interim CAO/Clerk Mandi Pearson for overseeing administration at Town Hall while the executive search for CAO was undertaken. Upon Mr. Charlebois return in March, Ms. Pearson will retain the position of Clerk while continuing with the responsibilities of Operations Clerk.
